The subject of the study is the development of renewable energy in peripheral territories. The object of the research is the directions of renewable energy development and the factors of its formation. At present, in the conditions of the formation of post-industrial society and the transition to the fourth industrial revolution, the activation of the processes of greening and improving energy efficiency, the conditions and forms of existence of many innovative and industrial structures and regions are changing. This fully applies to the concept and directions of development of renewable energy. The peculiarity of most of the Northern peripheral regions of Russia is the combination of energy deficiency and increased sensitivity of the natural environment, both to climatic changes and to man-made impacts. To these two objective factors is added the almost traditional scarcity of investment resources. The presence of this triad determines the special relevance of the development of modern conceptual approaches and methods of formation of the state energy policy for these regions. Scientific methods of comparative analysis and synthesis were used in the preparation of the article. As the analysis of the situation in the sphere of energy security management and energy resources management has shown, the necessary factor is the growth of energy equipment of the regions of the country without damage to the natural environment in terms of resource constraints.
