Institutional framework for the activities of executive bodies as subjects of public administration

The institutional basis for the formation and functioning of executive bodies, as well as the changes in their system and structure, remain the actual issue for science and practice today. The author ‘s analysis of the Constitution of the Russian Federation, laws and decrees, scientific sources shows the place of state administration in the system of public administration of the Russian Federation. The article shows the peculiarities of using the concepts of “public administration” and “public administration”, their contents is defined. The position of the executive in the general system of public bodies is also clarified. The idea of forming a unified system of executive power of the Russian Federation, including executive bodies of federal and regional level, the powers of which cover not only issues of joint competence, but also objects of competence at the level of subjects of the Russian Federation, is argued. The author also formulates the practical recommendations to reform the legislative and organizational framework in the field under study.
