Problems of regional intellectual capital development

The article considers the factors of development of regional intellectual capital. It is indicated that characterized by the transition to the sixth technological order and the knowledge economy, it is knowledge and intellectual capital that have become necessary to achieve economic development. Transformation of tasks of researches of factors of regional development and increase of a role of the intellectual capital in this context is shown. The role of innovation infrastructure in the development of intellectual capital of the region is substantiated. The data on the disproportionate distribution of regional intellectual capital in Russia are presented. Examples of measures that can be effective in the context of overcoming the problems of intellectual capital development in the region are given: the creation of targeted state programs (based on existing national projects and specifying them in terms of regional specifics); the integration of intellectual capital development tasks into the development programs of remote territories, single-industry towns, territories of advanced development as a separate important component; activation of development of regional innovation systems as a key tool of formation of "triple helix" of interaction of business, regional universities and the state providing intensification of innovative development, etc. the Article is prepared within research on the scientific grant of the Governor of the Moscow region (2019).
