The article notes that the modern science of energy law at the forefront of developing the most serious challenges for the state and its economy, and for the world of law and order and welfare of the peoples of many countries, as it aims to develop legal prescriptions and mechanisms of ensuring energy security, environmental well-being, effective development of the world’s reserves of raw materials, optimal economic cooperation of the countries, many of which are competitors in the political sphere, create a strong international legal and legislative framework for energy development. The need to study the fundamental problems of legal regulation of energy relations is caused by the tasks of improving the legal provision of energy security and protection of the rights of participants in energy markets. In this regard, the article examines the legal nature of relations in the field of construction of Russian energy facilities abroad, emphasizes its complex nature, since it is established by the norms of various branches of law, as well as various sublevels of legal regulation (international, foreign legal, national, local). The complex legal nature of these relations is thus embodied in a multilevel energy legal order, as an external, formally defined legal model for its regulation. The paper considers the main levels of this law and order and draws conclusions about the characteristic features of the legal nature of relations in the studied area.
