The legal field of innovative activity of libraries is determined based on the study of regulatory legal acts of the Federal and regional levels. The analysis of publications of scientists and lawyers, reflecting the state of the legal framework for state regulation of innovation activities. Based on the content analysis of library specialists, the authors note the peculiarities of organizing and managing innovative activities in the library sphere. The problems of using legislative and regulatory documents in the practical work of libraries are outlined.
