Protecting investors is an important aspect of securities market regulation. In conditions of low financial literacy of the population, one of the effective measures is to limit access to investments for different groups of investors. Dividing the participants of the securities market into qualified and unqualified investors allows restricting access to high-risk instruments to people who do not have special knowledge and experience. The lack of a unified policy of step-by-step access to financial instruments is one of the key problems leading to negative experiences by new investors and inhibiting investment activity in Russia. The formation of a new approach to investor qualifications will not only contribute to increasing confidence in the stock market but will also lead to the development of financial markets and the state economy.
