The paradigm of open government in modern society

The article is devoted to the study of the problems of reforming public administration during the transition to the digital economy and the development of new information and communication technologies. The paper considers the issues of creating an "open government", as well as the peculiarities of the functioning of such a government in countries that occupy leading positions in the EGDI index. The relevance of the division into management models of building an electronic government system has been substantiated. The impact of the introduction of digital communication technologies in the organization of the public sector and the effectiveness of their work in building communications between government bodies, civil society and individual citizens have been investigated. The article discusses the issues of transition to open government in which the balance between the social component, democratic principles and political interests forms a new paradigm of public administration
