Formation and development of boundary legislation in Russian empire

In this article the questions of formation of the boundary legislation of the Russian Empire and its influence on norms of the land law, on an order of the permission of land disputes on borders of the land plots in a pre-judicial and judicial order are considered. The author analyzes the legal acts issued by the legislator on the boundary part, examines the issues of using the mechanisms of boundary legislation to solve problems in the field of land management by the state. The article assesses the use of the state norms of boundary legislation not only to identify and establish the spatial boundaries of each land ownership, but also to obtain statistical data on the number and employment of the population, the quality of land, their suitability for further use. The results of the implementation of land surveying measures of the Russian Empire allowed the state to receive constantly updated information about the economic and industrial development of the country, but the main function of land surveying legal norms was to achieve the goal of securing land rights. The change in the goals for which legal acts were issued speaks of the relentless attention on the part of the state to the process of continuing surveying and the desire to measure the entire territory of the Russian Empire. The article notes the positive response of the legislator to the practical needs in establishing the rules of land surveying, identified during the production of land management works. The author comes to conclusions about the system connection of boundary legislation with the norms of land law.
