Improving the effectiveness of staff: socio-economic background and the international aspect

The article discusses the main difficulties of the transition of countries to an innovative digital model of the economy, which are caused by the rapid development of science and technology in all areas of management, observed over the past decades. The failure of the country to carry out the structural adjustment of the economy accordingly to the new technological order hinders its development and leads to economic degradation. The author substantiates the existence of significant disparities in the levels of socio-economic development, conditions for innovation activities in countries, which significantly hinder the implementation of effective measures to improve the efficiency of specialists in the labor market and ensure the balanced development of the national economy totally. The factors influencing the development of the country in accordance with the innovative digital model of the economy are analyzed: the ability to innovate; the quality of research institutions; the share of the population with higher education; the number of intellectual property objects created. Based on the results of the analysis, it was found that Russia has an average score on all indicators, and this proves the fact that the country's policy is focused on efficiency. In developed countries, which have long since switched to an innovative digital model of economic development, the share of the service sector in the total GDP structure is of the greatest importance. It is determined that such countries today have a slight further increase in the share of the service sector (to a lesser extent, the share of production increases). This situation is the result of the "mirror" effect of the process of intellectualization of the work of specialists on the effectiveness of other areas of activity.
