The article discusses the key problems of the formation of effective human capital within the framework of economic clusters in modern conditions. The main difficulties and obstacles are considered from the economic and social plane. Also, on the basis of the selected complex of problems, recommendations and promising directions for their solution are formulated. The set of proposed measures provides for the participation of state and local authorities, as well as the enterprises themselves in the development of human capital.
