The Far East in transport and logistics infrastructure development programs: results and results for 2019-2020

This article discusses the main results in relation to the development of the transport infrastructure of the Far East, achieved following the implementation of the pilot State Program "Development of the Transport System" in 2019-2020. The study analyzed the official data provided by the Ministry of Transport of Russia, which is responsible for the implementation of this state program. It was found that during 2019-2020. during the implementation of the state program from all regions of the Far East, the assigned tasks were fully fulfilled only in the Sakhalin region. It is concluded that the main reasons for the negative results are insufficient executive discipline in the use of allocated funds from federal sources, as well as ineffective current control during the implementation of projects and activities. This requires the development of effective control mechanisms and securing the personal responsibility of regional and local officials for the successful implementation of projects for the development of transport and logistics infrastructure.
