The article discusses the practice of organizing the provision of social services in the regions of Russia; The types of social service providers historically established in the regions of the country; The provisions and instruments laid down in the federal legislation, which allow improving the quality of services and the efficiency of spending public resources; The peculiarities of the formation of regional systems of social services are described. Furthermore, article goes into listing ways to limit the access of non-state providers to the social services market; Distinctive features of foreign structures of social service delivery; Approaches to the formation of foreign markets of social services and methods of management of social service providers by regional authorities; Recommendations for improving Russian legislation in the social sphere and options for introducing innovative solutions in the country in this area of work. In conclusion, the article identifies the ways of improving the reporting system of non-profit organizations through availability of the information to consumers of social services.
