Novelties of criminal and administrative legislation related to the coronavirus pandemic: problematic issues of intersectoral competition

The article analyzes the novelties of criminal and administrative legislation related to the pandemic of coronavirus infection. Having analyzed the constructive features of legislative novels, the authors come to the conclusion that the dispositions of the norms provided for in Articles 207.1 and 207.2 of the Criminal Code of the Russian Federation enter into an interdisciplinary conflict with the provisions of Parts 10.1, 10.2 of Article 13.15 of the Administrative Code of the Russian Federation. Attention is drawn to the negative consequence of the indistinctness of the boundary between the components of these crimes and administrative offenses, when similar actions in one case are qualified according to the norms of the Criminal Code of the Russian Federation, and in the other - according to the norms of the Administrative Code of the Russian Federation, which is a significant violation of the principles of legality and justice. The authors believe that the real public danger of the act is a landmark separating criminal and administrative jurisdiction.
