On the issue of the new quality of administrative and legal relations

The article presents some historical and legal aspects of the emergence of the Russian, then Soviet theory of administrative and legal relations. It is suggested that the evolutionary changes that took place in Russian society at the turn of the XX-XXI centuries, a number of past administrative reforms, transformations in the system and structure of executive power, the adoption of an amendment to the Constitution in July 2020 significantly affected the new quality of administrative and legal relations, their essence and their orientation changed. In conclusion, the relevant research conclusions are made.
