In this article, a study was made of the activities of the Soviet prosecutor's office in the field of supervision over investigative bodies. The main trends in the formation and development of Soviet investigative bodies are determined - the search for non-traditional forms of preliminary investigation, the improvement of investigative structures in various law enforcement agencies, the gradual release of investigators from functions unusual for them and the organization of interaction with the bodies of inquiry. The problems of personnel composition and organizational structure of investigative bodies are analyzed. In the course of the study, the shortcomings of the preliminary investigation were determined, which, together with the problems of material and financial support, significantly hampered effective investigative practice. It is concluded that the concentration of investigative powers in the hands of the prosecutor's office objectively strengthened the accusatory tendency of the preliminary investigation, which led to tragic results during the period of the repressive policy of the 2nd half. 1930s.
