The development of agro-industrial clusters based on innovative technologies is typical for countries with the most developed or diversified economies (for example, Denmark, USA, Finland). The attractiveness of clusters for investors, in comparison with individual small and medium-sized businesses, contributes to increased investment activity, further development of cluster structures, and the agro-industrial sector as a whole, creating a multiplicative effect.
During the development of the agro-industrial cluster project in the Komi Republic, the main emphasis is placed on the American model of creating an agro-industrial cluster, the peculiarity of which is that the key interested party in the formation of an agro-industrial cluster is the private sector represented by agro-industrial enterprises.
An important role in the formation of the cluster within the framework of the American model is assigned to scientific organizations focused on conducting various R&D and industry higher education institutions, whose activities are focused on providing agricultural enterprises with highly qualified personnel.
The role of state bodies in this model is to create favorable conditions for the further activities of the cluster, increase the investment and innovation activity of their participants, their cooperative ties and competitiveness. For example, government agencies can finance priority investment projects of the cluster, as well as provide other measures of financial and non-financial support.
Public-private partnership (PPP) is widely used to reduce the burden on the state budget and involve private capital in ongoing projects. This form is most common in socially significant areas. The experience of PPP in the field of agriculture is insignificant, but the prospects of PPP in this area are undoubtedly great.
