The article establishes that fraud is the withdrawal and circulation of other people's funds in favor of the guilty person or other persons committed for a selfish purpose by deception or abuse of trust, which caused damage to the owner or other owner of these funds, or committed by the same methods of acquiring the right to these funds. The creation of criminalistic characteristics of frauds in the field of cellular communications committed against the funds of individuals requires the involvement of knowledge from the sciences of the economic, natural, technical cycle, which indicates the complication of the nature of this crime and the activities for its detection and disclosure. It is advisable to use a broad approach that will allow you to take into account as much as possible all the numerous ways of committing fraud in the field of cellular communications. Accordingly, the following elements of the crime characteristics are essential in the criminalistic aspect: the fraud situation, the methods of preparation, commission, concealment of the crime, as well as the traces inherent in this criminal activity, the subject of fraud, the characteristics of the fraudster's behavior, the specifics of his motivation and the victim, as well as special knowledge that must be used in the investigation of such fraud. The author proves that the criminalistic characteristic of fraud looks like a crime information system structured as a result of the analysis of criminalistically significant elements, which is designed and intended for the needs of practice (detection, disclosure and prevention of fraud in the field of cellular communications).
