About the legal concept and classification Russian energy facilities abroad

in this article, in relation to the construction of Russian energy facilities abroad, the content of the legal concept of "energy facility" is investigated from the standpoint of the chosen methodological approach to the consideration of energy facilities as an object of legal relations in this area. The study notes the fragmentation of legal terminology used in various legislative acts and strategic planning documents to designate a group of objects that, in fact, fall under the definition of "energy facility". Based on the analysis of the essential features of such objects and comparison with the interrelated legal structures of urban planning and civil legislation, the author's definitions of the concepts "energy object", "energy object under construction", "Russian energy object abroad" are formulated in relation to the designated field of research. A comprehensive understanding of energy facilities is substantiated, including on the basis of law enforcement practice, the practice of concluding international agreements regarding the construction of Russian energy facilities abroad. Classification of such objects is carried out on the basis of various classification criteria. The proposals for improving terminology, strategic planning documents, and expanding measures to support ongoing projects for the construction of Russian energy facilities abroad are presented.
