Recruitment of personnel of a research institution in the context of the implementation of professional standards

The article analyzes the peculiarities of recruitment of personnel of research institutions in conditions of implementation of standards 01.008 "Head of scientific organization" and 01.009 "Scientific manager of scientific organization", as well as the ongoing discussion of the draft professional standard "Scientific worker (scientific (research) activity)"; the general assessment of the personnel structure of research organizations is given; the international experience of standardization of scientific activity is summarized. The elements of the procedure for recruitment of personnel of research institutions, including the definition of requirements for the position of employees of scientific organizations and procedures for evaluating the qualifications of personnel of scientific organizations have been considered. The specifics of the organization of assessment procedures were revealed: holding a competition, organization and performance of attestation. The changes in the procedure of scientific workers attestation due to the introduction of the Order No 714 of the Ministry of Education and Science of the Russian Federation of 05.08.2021 are described. The possibility of conducting the attestation as a way of assessing technical and auxiliary personnel, which also take part in the activities of the scientific organization, is substantiated.
