Legality and legitimacy of state-legal coercion as a guarantor of the stability of the development of the state

The article analyzes the concepts of "legality" and "legitimacy" of state power, as well as the influence of the categories under consideration on the use of state-legal coercion in the mechanism of the state. Within the framework of the study, the position is presented on the need for mandatory "inclusion" of civil society in the discussion of draft laws affecting human and civil rights and freedoms, including in the field of establishing new measures of state-legal coercion, or aggravating existing measures.
