Review of effectiveness methods for determining the of the innovation clusters' functioning

The article considers the problem of determining the effectiveness of the functioning of innovation clusters in the economic system, which is relevant, since the improvement of cluster policy is carried out directly taking into account the results of cluster activities. However, this problem is insufficiently developed in modern economic sources, which is hindered by the fact that there are no or insufficient statistical data for a comprehensive study and assessment of the impact of innovation clusters on the competitiveness of regional and national economies, as well as the fact that existing methods do not always pay attention to the innovation orientation of clusters. Clarification of the features of determining the effectiveness of the functioning of innovation clusters in the national economic system is carried out on the basis of existing indicators for assessing the effectiveness of innovation clusters in economic systems developed by domestic and foreign authors. In order to systematically assess the effectiveness of the functioning of innovation clusters and analyze their impact on the competitiveness of meso- and macro-level economic systems, based on the developed conceptual model of the formation of an innovation cluster, four indicators of the effectiveness of an innovation cluster are identified, as well as two indicators of the impact of an innovation cluster on the competitiveness of a region and a country.
