Decentralization of management and financing of national health care systems is a global trend of recent decades. This process has its own economic, social, and political logic - however, it has not yet proved its effectiveness and created the problem of resource allocation between regions. The authors give arguments in favor of abandoning the concept of the so-called. "per capita financing" in favor of a new trend towards the recentralization of national health systems. The most effective approach seems to the authors to be the centralization of financing in the format of the “single payer” insurance model.
