Requirements for the person performing the functions of the technical customer

This article discusses the legislative regulation of the need for professional skills to perform the functions of a technical customer in terms of developing a “customer task” and exercising construction control, as provided by law during the construction (reconstruction) of an object. Having considered the legislative regulation of the requirements for the person performing the functions of the technical customer, some functions of the technical customer, determine their sufficiency for the safe operation of the completed construction facility. To achieve this goal, the author has set tasks to study the concepts of "Customer", "Builder", "technical customer", "construction control". As a result of consideration of legislative acts in terms of requirements for a person performing the functions of a technical customer and for objects completed by construction, it was determined that it was necessary to introduce into the legislation a list of requirements for a person performing the functions of a technical customer. The conclusion obtained as a result of the study is to establish the need for the safe operation of objects completed by construction, to develop a list of requirements for a person who can be entrusted with the implementation of the functions of a technical customer.
