Features of the functioning of special administrative and legal regimes in the Russian Federation and foreign countries

today, due to the spread of coronavirus infection (COVID-19) in the world, special administrative and legal regimes (emergency mode, state of emergency, high alert mode) are becoming important, which can be introduced both on the entire territory of the Russian Federation and in its individual subjects. The study examines the features of these regimes, as well as restrictions on the rights of citizens and legal entities arising in connection with their establishment. At the same time, the characteristic features of the legal institutions of the emergency regime in foreign countries are described, which allow to get an idea of the grounds for the introduction of special administrative and legal regimes and their legal consequences.
