Agricultural insurance with state support in the countries of the Eurasian economic union

The implementation of a successful agricultural insurance model makes it possible to reduce budget expenditures on state support of agricultural producers' incomes in the event of natural disasters, animal diseases and other events that may lead to the termination of agricultural activities. There are considered the regulation of agricultural insurance with state support in Armenia, Belarus, Kazakhstan, Kyrgyzstan and Russia, are carried out comparative analysis of the provisions of the legislation of the member states of the Eurasian Economic Union and studied the system of agricultural insurance in developed and developing countries. Approaches to agricultural insurance in the EAEU countries are different - agricultural insurance in Armenia and Russia is carried out through an insurance pool of insurers, in Belarus - the only state-owned company do it, in Kazakhstan - index insurance is used in crop production based on space monitoring of moisture deficit (or excess), in Kyrgyzstan - actual support agricultural insurance is not carried out. Due to the wide variability of approaches to the organization of agricultural insurance caused by both the peculiarities of risks characteristic of agricultural production in certain climatic zones and the level of liberalization of state regulation of economic relations, there are proposal on creation a reinsurance pool within the EAEU to ensure the sustainable development of the sector.
