Why did the Caspian not become an oil and gas Klondike, and what are the “political reserves” of oil?

The author examines how the attitude of Western countries towards the Caspian region has changed, the characteristics of its hydrocarbon reserves and resources in accordance with the need for them in Europe and the United States - a country that has become from the world's largest importer to exporter of shale oil and gas.
