Aligning the interests of higher school stakeholders in the context of higher education reform

The paper analyses the common and specific features of higher education system reforms in the context of interaction between the main participants of higher education activities in different economic models of higher education system. It is shown that non-market model of higher education provides higher education institutions with simple bilateral relations with different stakeholders. Under the market model, the interaction between higher education stakeholders is characterised by greater intensity and focus on alignment of their interests. The author believes that the reforms of higher education systems can lead to achieving the goal of improving the quality of education and the efficiency of universities if it is possible to ensure diversity and comprehensiveness of higher education stakeholders' interaction based on the integration of their interests.
