Application of scenario planning tools in the context of the transition of the Russian economy to low-carbon and carbon-free energy

The relevance of the study lies in the strategic concept proposed by the author of a phased transition to carbon-free energy, taking into account the processes of a balanced transformation of the Russian economy within the framework of national sustainable development. Scenario planning for changing paradigms from inherited hydrocarbon to innovative is proposed to be implemented on the basis of two most important tools - "Resource Management" and "Life Cycle Management" of the studied resources and the production infrastructure they operate. The author proposes the use of five-year operational scenario planning models within the framework of a unified energy transition strategy with a planning horizon up to 2050.
