Actual problems of legislative regulation of construction and operation of Russian energy facilities abroad

based on the analysis, the article notes that the state should provide the necessary legal guarantees, as well as financial, economic, organizational, informational and other support measures to companies implementing projects for the construction of Russian energy facilities abroad, based on the fact that the latter are pursuing only their own business interests, but also the goals of promoting Russia's national interests in relations with foreign partners. It is noted that the issue of systematization of energy legislation continues to be a promising area for research. Two possible alternative directions are shown: 1) full codification of the energy legislation by bringing together (subject to proper essential codification processing) an array of current special federal laws in the energy sector into the Energy Code of the Russian Federation; 2) systematization through the adoption of a framework legislative act - the Federal Law "On General Principles for Organizing Activities in the Sphere of Construction of Energy Facilities". The necessity of fixing the legal definitions of the concepts "energy facility", "energy facility under construction", "Russian energy facility abroad" in the basic legislative act is emphasized, and appropriate formulations are proposed. A number of author's proposals are presented to improve the provisions of federal legislative acts on industrial policy, on strategic planning, on the development of small and medium-sized businesses. As an actual direction, a conceptual scientific and practical study of the issue of systemic consolidation and regulation of the status of strategically oriented companies is proposed, determined by their focus on strategic goals, objectives and priorities for the development of the state as a whole, including those reflected in the strategic planning documents of the Russian Federation. It is this orientation that can serve as the basis for providing special support from the state.
