Federal Law of the Russian Federation No. 131-FZ of 06.10.2003 "On the General Principles of the Organization of Local Self-Government in the Russian Federation" (Article 16) assigns to local authorities such issues of local importance as participation in the prevention and elimination of the consequences of emergency situations and the organization of environmental protection measures within the boundaries of the municipality [1].
While researching the institute of mismanagement in Russia, the author repeatedly claims that the "weakest" subject of civil legal relations – a municipal entity, cannot be responsible for the registration of some individual objects of ownerless real estate. Since the presence of some of them in the status of an orphan can lead to the onset of certain consequences that threaten the life and health of citizens. The author explores in this article ownerless hydraulic structures and unauthorized waste disposal sites on the example of a small municipality of the Nizhny Novgorod region – Knyagininsky Municipal District.
