Institutional factors in the formation of network instruments for the development of population’s trust in the activities of authorities

The ambiguous nature of the influence of institutional factors on the development of network tools for building public confidence in the activities of government bodies in a crisis is considered. The dominance of community ideas and the priority of collective values ​​are noted, which creates the foundation for the development of network associations, their integration with power structures to solve socially significant problems. On the other hand, public opinion polls illustrate the decline in the authority of trade unions in times of crisis and uncertainty, the weakness of the position of business communities to substantiate and articulate the opinion of the majority, building a dialogue with the authorities. It is concluded that it is necessary to support micronetwork communications from the state, which will ensure the possibility of increasing public confidence in the actions of the authorities.
