Implementation of the federal scientific and technical program for the development of agriculture

Substantiation of priorities and directions of scientific and technological development is the most important task of the state long-term planning. The system of long-term management decisions at the state level of government, aimed at ensuring sustainable and balanced socio-economic development of the country, is represented by a package of interrelated documents: strategies, forecasts and programs. The strategies contain the goals and objectives of the country's development in various areas. Forecasts include a system of science-based ideas about the directions and expected results of development in a scenario formulation. A system of measures linked to each other in terms of time, resources and executors, aimed at achieving state goals and objectives, are developed in the form of projects (national, federal, departmental), programs and plans. The article considers the scientific and technological aspect of the socio-economic development of the country, starting from the goal setting stage, ending with specific development projects in the agricultural sectors. The analysis of the federal scientific and technical program for the development of agriculture was carried out in two directions: first, an assessment was made of the methodology of scientific and technological forecasting and programming; secondly, the results of the program implementation were analyzed. The system of state strategic planning and management is constantly being improved, therefore, the methods of developing strategies and development projects are changing. In addition, changes are made to the status and resource provision of programs in the course of their implementation. This creates difficulties in coordinating the activities of various programs and projects. The ongoing federal scientific and technical program for the development of agriculture for the period 2017-2025, on the one hand, reflects the methodological problems of its development, and on the other hand, the most priority areas for the development of the domestic agro-industrial complex.
