HEALTHCARE: FINANCING AND EXPENSES OF 2022, WITHIN THE FRAMEWORK OF ENSURING THE RIGHT TO FREE MEDICAL CARE GUARANTEED BY THE CONSTITUTION OF THE RUSSIAN FEDERATION

This article is devoted to the analysis of the volume of financing of the healthcare system in the Russian Federation in 2022, in a three-year perspective and the ratio of funding to the ability of every citizen of the Russian Federation to exercise their right to receive free medical care. The analysis of the events that have occurred since 2020 allows us to reflect important aspects of public life that need to be paid special attention to when forming the budget systems of each specific industry, first of all, the healthcare system, as the fundamental system of any state. Currently, the state is doing a lot of work in terms of providing citizens of the Russian Federation with preferential medicines, the formation of medical personnel, the availability of medicines, however, due to the emergence and active spread of new infections in the world, in particular, the Coronavirus pandemic (COVID-19) that has engulfed the whole world and its new strains appearing again and again and varieties, the distribution of cash flows for healthcare often goes against planned spending. In this article we will consider the directions of medical expenses and their sufficiency for the realization of the constitutional right of citizens to health protection.
