FEATURES OF THE IMPLEMENTATION OF CLUSTER POLICY IN THE MILITARY-INDUSTRIAL COMPLEX OF THE RUSSIAN FEDERATION

The Russian military-industrial complex is one of the most stable, competitive, and knowledge-intensive sectors of the manufacturing industry. In modern conditions of political tension and tightening of anti-Russian sanctions, the development of the Russian defense industry complex is carried out through the implementation of a cluster policy, the basis of which in this industry is the diversification of the activities of defense enterprises based on the cluster approach. The article presents the definition and features of the cluster, cluster policy, prerequisites for the use of the cluster approach in the military-industrial complex of Russia. The specific features of the mechanism of cluster policy implementation in the Russian military-industrial complex and the problems of its implementation in modern conditions are revealed. Such problems included: suboptimal structure and lack of necessary production equipment, problems of entering the foreign market of high-tech products due to anti-Russian sanctions, the problem of staffing in the conditions of diversification of the activities of defense enterprises for innovative and high-tech production. The solution of these problems will be facilitated by the development of additional support measures and strategies for the diversification of defense enterprises, as well as improving the efficiency of universities that train personnel for defense enterprises and the effectiveness of their interaction with enterprises participating in the cluster.
