The article is devoted to the study of the historical and legal experience of post-Soviet Russia in the field of constitutional regulation of federal relations. The author proves that the main priority of modern state policy is aimed more at the integration of federal relations than at supporting their differentiation. In legal science, this causes a corresponding theoretical controversy. The principle of the unity of the system of public authority in its integrating meaning is in demand in legal science, mainly not by itself, but under extraordinary and extraordinary circumstances, when the interests of national security, the existence of a constitutional order, democratic rule of law, the rule of law, constitutional rights and freedom of man and citizen. Under normal circumstances of the functioning of the state and law, the principle of the unity of the system of public authority should be understood more narrowly, as the presence of a sphere of competing competence, the delimitation of subjects of jurisdiction and powers, the independence of the activities of all links of the public apparatus of power within the boundaries of the competence established by it by the Constitution of the Russian Federation and laws.
