REGIONAL ENERGY EFFICIENCY CRITERIA AS A RESERVE FOR THE DEVELOPMENT OF INDUSTRIAL POLICY

The Russian economy currently exists in the most difficult conditions. The subjects of the Russian economy operate under the influence of a number of negative factors, such as the lack of cheap sources of financing, high costs, a fairly high level of competition, and the restrictions of unfriendly countries of the collective West. The fulfillment of the state defense order by industrial enterprises creates a high demand for energy-intensive products. The energy sector must ensure the fulfillment of the state defense order, supply industrial consumers with energy resources in a timely manner, at prices that make it possible to ensure the competitiveness of products, works, and services in the market. The energy efficiency of the region is an important reserve for the development of industrial policy, one of the main factors for ensuring it is the accuracy of energy consumption planning. The task of energy efficiency should be implemented at the state level. To do this, it is necessary to develop targets for the leaders of the regions, for all branches of executive power, for example, regional governments, as well as to apply other methods of state influence on economic entities. Based on this, there is a need to obtain a certain quantitative criterion by which economic entities will be evaluated, and by which a decision can be made on the possibility of providing incentives.
