The article examines the role of innovation in the activity of clusters and the level of innovative development of Russia. The structure of the cluster aimed at innovative development, the functions of clusters aimed at innovative development are presented. Obstacles to the development of the innovative potential of agricultural enterprises, including the formation of clusters, have been identified. The possible prospects and directions of overcoming obstacles in the implementation of the innovative potential of agricultural enterprises in Russia are determined. The conducted research revealed the following obstacles to the development of the innovative potential of agricultural enterprises in clusters: insufficient professional competence and internal resistance of employees to innovation, uncertainty of the mechanism for evaluating the effectiveness and efficiency of innovation, low level of employee involvement in the process of innovation, problems of ensuring cybersecurity in the introduction of innovative digital technologies. To overcome the identified obstacles, appropriate recommendations were proposed in the field of improving the efficiency of clusters, ensuring cybersecurity of information transmission in the context of digitalization of innovation.
