PROSPECTS FOR THE DEVELOPMENT OF THE CLUSTER APPROACH IN THE AGRO-INDUSTRIAL COMPLEX OF RUSSIA

In modern conditions, the relevance of the study of the prospects for the development of the cluster approach in the agro-industrial sector of the Russian economy is increasing due to the need to improve the efficiency of enterprises in this industry and the implementation of import substitution programs to ensure food security as an element of national security of the whole country. Despite the presence of obstacles to the implementation of the cluster approach in the agro-industrial complex of Russia, the prospects for its application are quite favorable. The article examines the essence of the cluster approach, the concept and main characteristics of the cluster, its advantages and disadvantages, obstacles to the implementation of the cluster approach at Russian enterprises and ways to overcome them. The prospects for the development of the cluster approach in the agro-industrial complex of Russia are revealed. According to the results of the study, the problems of implementing the cluster approach in the agro-industrial complex of Russia were identified: unfavorable external environment ("agglomeration shadow"; lack of evidence of the positive impact of cluster activity on the economy of a region or country; uncontrolled environmental factors); the lack of a unified methodology for assessing the effectiveness of the cluster and its impact on the economy of a region or country; low competitiveness of cluster participants on the world market as a consequence of the low competitiveness of the Russian economy; distrust of business representatives to other participants of the cluster being created and to government agencies. Appropriate recommendations have been developed to improve the efficiency of clusters and to work out the problems existing in their activities. At the same time, the condition for the successful development of a cluster campaign in the agro-industrial complex of Russia is active state support.
