DIRECTIONS FOR INCREASING STABILITY OF BUDGETS OF SUBJECTS OF THE RUSSIAN FEDERATION

The article provides an overview of the key areas for increasing the financial sustainability of the budgets of the constituent entities of the Russian Federation, as well as a brief overview of the problems associated with balancing regional budgets. The instruments of fiscal policy that promote sustainable development at the regional level are considered, which, in particular, include the development of long-term budget planning and forecasting, the development of the mechanism of “budget rules” for the constituent entities of the Russian Federation, minimizing budget risks and improving the system for assessing the debt sustainability of regions.
