PARTICIPATORY BUDGETING AS A TOOL FOR CITIZEN ENGAGEMENT: ANALYSIS OF PROBLEMS AND WAYS TO SOLVE THEM

The article considers initiative budgeting as a mechanism for involving organizations and citizens in determining local development priorities and financing selected projects from state and municipal budgets. Projects of initiative budgeting that have already been introduced are being considered. The problems arising during initiative budgeting are analyzed, as well as ways to solve them. The conclusion is made about the benefits and disadvantages of initiative budgeting, as well as the need to finance initiative budgeting for the state.
