There are doctrinal and practical correlation between law-making and law-forming processes important both for society and state presented in the paper. The maintenance of public relationships optimal for society and state can be achieved via law-making using two ways advanced in the paper. The law-making as certain activities is thought to be carried out in planning manner. The nature of “inflation of laws” is considered and then practically shown. The law-making science and legal act writing practice must ideally interact as synergy processes. In information-oriented society, the law-making shall be oriented to and provide the public relationships developing in the complex structure of real and virtual (digital) life signs. The law-making is considered as difficult legal phenomenon and six stages of the law-making are advanced. In our view, only this scientific approach is able both to provide suitable understanding of the law-making process and to stipulate it to develop in the framework of information-oriented society.
