The authors followed the concept of academicians V.E. Fortov, O.N. Favorsky and P.L. Kapitsa that the development of energy determines the state of energy security and the development of the economy and social sphere. The pace, structure, stability and security of any country's economic development depend on the outpacing growth of energy. This model can be traced by the example of the development of IP countries and is accompanied by an analysis of the resource base of their energy industry, taking into account current problems and prospects in the future. Analytical materials are confirmed by empirical data from the international project "Dialogue Partnership as a factor of stability and integration" ("Bridge between West and East") in 16 countries.
