The article considers issues of improvement of organization of regional and municipal strategic planning. The structure of management bodies in the development of the strategic plan, consisting of the strategic planning board, the scientific and technical council and the executive body, has been proposed and their main functions have been allocated. A multilevel system of indicators of strategic planning on the example of the social sphere of the municipal entity has been proposed, local goals of its development have been considered, as well as an approach to managing the implementation of the strategic plan. It is shown that controlling, using the tools of monitoring the indicators of implementation of plans, provides analysis and assessment of results and develops recommendations for adjustment of planning documents.
