THE BIRTH OF THE WELFARE STATE IN SOVIET RUSSIA

The article is devoted to a retrospective analysis of the first stage of the formation of the welfare state and the formation of social policy in the Soviet period of the history of our state in 1918-1920s. At the present stage of development of Russian society, the process of forming a social state is incomplete and is at a transitional stage of its development. And the effectiveness of its formation is due not only to the dynamics of development and the needs of modern society, but also to the study of its genesis, the historical analysis of the regulation and implementation of the main directions of the state's social policy. Therefore, a retrospective study of the process of formation of the welfare state is a necessary component in the study of the current state of this phenomenon. The author formulates the main characteristic features of the social policy of the analyzed historical period and defines it as a political, selective tool for managing a society of a disciplinary nature. The author points to the class approach to the implementation of the social policy of the state in the 1918-1920s and concludes that the regulation of egalitarianism in Soviet society in fact remained only proclaimed slogans, since there were always certain categories of citizens who were deprived of the right to receive social security. state support.
