CIVIL SOCIETY INSTITUTIONS IN THE NON-GOVERNMENTAL PUBLIC SECURITY SYSTEM

On the basis of an analysis of regulatory legal acts, scientific, special literature, as well as the practice of the public administration, the author states that in modern Russia the term "non-state security system" has quite thoroughly entered into circulation, while there is still no legislative consolidation of it. It is precisely in the development of the non-state security system that the scientific problem is and the reserve that civil society has and which is not fully used by public power in ensuring the protection of the interests of the individual, society and the state as a whole is seen.
