CONSTITUTIONAL BASIS OF PARLIAMENTARY CONTROL AND PARLIAMENTARY INVESTIGATION IN THE RUSSIAN FEDERATION

this article addresses the issue of the constitutional establishment of provisions defining the procedure for implementing measures of parliamentary control. Among the general features of the implementation of such control, the greatest attention is paid to aspects of the legislative reflection of the provisions of the Basic Law of the state in terms of establishing special powers of bodies and officials of the Federal Assembly of the Russian Federation. The author, coming to the conclusion that legislative attention to the implementation of such control is weak, points out the need to improve existing legal institutions, and also emphasizes the peculiarities of the influence of a number of conditions on the choice of legal techniques and means in this aspect. In addition, the article provides a critical assessment of the instructions of one of the sources regulating the procedure for applying the constitutional measures under consideration, primarily due to their incompleteness and imperfection.
