A prominent administrative scientist, B.M. Lazarev, who served academic science for many years at the Institute of State and Law of the USSR Academy of Sciences, in the mid-80s of the last century came to the conclusion that the science of Soviet administrative law in the 60s last century deviated from the proper path of its development. In his monograph “Public Administration at the Stage of Perestroika”, the scientist, putting forward well-founded arguments, makes an attempt to prove to the scientific community - to his compatriots, administrative experts, the essence of the mistakes. B.M. Lazarev writes that the topic has not lost its relevance, and at the time of perestroika it is more topical than ever and proposes to resume the scientific discussion.
The author of the article, supporting the arguments and conclusions of B.M. Lazarev, comes to the conclusion that the problem that was identified by the scientist at the end of the last century is very relevant today, and the questions raised in the scientist’s monograph will be of interest to contemporaries - scientists and researchers of the science of administrative law. In the course of presenting materials from the monograph by B.M. Lazarev's author's comments are provided and final conclusions are drawn.
