THE ESSENCE AND ASPECTS OF THE FORMATION OF A CONTRACT SYSTEM IN THE FIELD OF PROCUREMENT OF GOODS, WORKS, AND SERVICES TO MEET PUBLIC NEEDS

The article describes the stages of formation of the contract system in the field of procurement of goods, works, and services to meet public needs. The author notes that the contract system is undergoing a period of transformation, especially within the framework of the strategy for 2019-2024, which provides for its modernization to increase the efficiency of using budget funds, and also assesses the effectiveness of the actions of participants in the implementation of measures aimed at meeting the needs of the state and municipalities.
