This study is devoted to the impact of sanctions on the implementation of cluster policy in the Russian economy and the assessment of further prospects for the development of clusters. In recent years, the Russian economy has faced unprecedented challenges, including sanctions imposed in 2014 and intensified in 2022 amid geopolitical tensions in the world. They have had a significant impact on the economic situation in the country, affecting the issues of accessibility of technology, investment, as well as international cooperation. Among other things, this influence has also affected the implementation of the cluster approach in the Russian economy. The study showed that it manifested itself in problems with access to Western technologies and financing, obstacles to technological renewal of industry, problems of integration of Russian manufacturers into the global economy due to reduced access to international capital markets, advanced technologies and foreign markets. It was revealed that, despite the negative effects of anti-Russian sanctions on various sectors of the Russian economy, this became an incentive to strengthen import substitution programs, develop export potential with friendly countries, develop innovations, develop the domestic economy and increase its resilience to external challenges. The most promising areas for cluster development in Russia were also identified: energy clusters, clusters in the field of information technology and high technologies, clusters in the aviation and space industries, agro-industrial clusters, pharmaceutical and medical clusters, clusters of the military-industrial complex.
