Antoshchenko Alexey V.  (associate Professor of the Department of operational investigative and administrative activities of the Vladivostok branch of the Federal state educational INSTITUTION of THE Russian interior Ministry)

Prudnikova Irina Viktorovna  (Senior Lecturer of the Department of Maritime Law, Faculty of Logistics Management and Law, Maritime State University named after admiral G. I. Nevelskoy)

The article provides a legal analysis of the concept of "antisocial behavior" specified in Federal Law No. 182-FZ dated June 23, 2016 "On the basics of the crime Prevention system in the Russian Federation" and the signs characterizing it. According to the authors, this concept does not reveal the content and essence of "antisocial behavior". This, in turn, affects the effectiveness of the activities of the prevention system to prevent the considered negative phenomenon. It is concluded that modern legislation is insufficiently adapted to solving problems related to countering the antisocial behavior of minors. Proposals are being made to improve the regulatory framework governing the activities of the bodies of the system for the prevention of neglect and delinquency among minors.

Keywords:antisocial behavior, offense, prevention system, minors, responsibility.
